Electricity Rate Breakdown
Electricity rates in Saskatchewan are comprised of two separate charges: a basic monthly charge, and an energy charge.
The basic monthly charge is a flat service fee that is charged regardless of usage. This charge covers the cost of maintaining and repairing the energy grid and keeping your home or business connected to the grid.
The amount of the basic monthly charge is calculated based on where a resident’s business or home is located. As of January 1, 2024, the basic monthly charge for SaskPower customers is:
- E01 (City, town village, and urban resort): $29.99
- E03 (Rural and rural resort): $29.99
For Saskatoon Light & Power customers, the basic monthly charge as of October 1, 2023, is:
- Residential: $32.99
- Small commercial (electrical loads under 75 kVA): $45.30
- Medium commercial (electrical loads between 75 kVA and 3,000 kVA): $306.55
- Large commercial (electrical load exceeding 3,000 kVA): $7,453.13

For Swift Current Light & Power customers, the monthly service charge is currently:
- Residential: $32.99
- Small commercial (electrical loads not exceeding 25 kVA): $45.30
- Medium commercial (electrical loads between 25 to 75 kVA): $45.30
- Large commercial (electrical loads exceeding 75 kVA): $80.30
- Multi-family residential: $45.30
- Municipal: $45.30
- School and Health Facilities: $45.30

The energy charge is determined directly by the number of kilowatt-hours (kWh) of electricity a customer consumes during the monthly period. The price of electricity is determined by a system in which SaskPower proposes rate changes, which are reviewed by the Saskatchewan Rate Review Panel, which in turn provides a report with recommendations to the Government of Saskatchewan, which ultimately determines the price. This price is designed to account for the cost of generating electricity, transmitting it throughout the province, and delivering it to end users.
As of January 1, 2024, SaskPower’s energy charge is:
- E01 (city, town, village, and urban resort): 14.895¢/kWh
- E03 (Rural and rural resort): 14.895¢/kWh
For Saskatoon Light & Power customers, the energy charge is:
- Residential: 16.38¢/kWh
- Small commercial (electrical loads not exceeding 75 kVA): 16.52¢/kWh
- Medium commercial (electrical loads between 75 kVA and 3,000 kVA): 12.67¢/kWh for first 16,750 kWh
- Customer-owned transformer served at 4,160 volts or greater: 7.72¢/kWh
- Large commercial (electrical loads exceeding 3,000 kVA): 6.88¢/kWh
For Swift Current Light & Power customers, the energy charge is:
- Residential: 16.486¢/kWh
- Small commercial (electrical loads not exceeding 75 kVA): 16.619 /kWh for the first 14,500 kWh. 6.869¢/kWh for balance over 14,500 kWh
- Medium commercial (electrical loads between 25 kVA and 75 kVA): 16.619¢/kWh for the first 14,500 kWh. 6.869¢/kWh for balance over 14,500 kWh.
- Large commercial (electrical loads exceeding 75 kVA): 12.767¢/kWh for the first 16,750 kWh. 8.045¢/kWh for balance over 16,750 kWh.
Natural Gas Rate Breakdown
Natural gas rates in Saskatchewan are broken up into three separate charges. These charges consist of a basic monthly charge, a delivery charge, and a commodity rate. The basic monthly charge and delivery charge are regulated by the Government of Saskatchewan and provincially owned SaskEnergy, which is responsible for delivering natural gas to more than 90% of the province’s residents.
The basic monthly charge is a flat fee charged regardless of how much gas a customer uses. As of October 1, 2023, the basic monthly charge is:
- Residential: $23.20
- Small commercial (annual gas consumption up to 100,000 m3): $47.50
- Large commercial (annual gas consumption between 100,001 m3 and 660,000 m3): $171.50
- Small industrial* (annual gas consumption between 660,001 m3 and 970,00 m3): $226.50
*As of September 8, 2022, this rate class is no longer accepting new customers. Existing customers are eligible to maintain this service. Once a contract for this service ends, it will no longer be available.
The delivery charge represents the cost of delivering natural gas, and thus is charged per unit of gas used. Currently, the delivery charge is:
- Residential: $0.1113/m3
- Small commercial (annual gas consumption up to 100,000 m3): $0.0887/m3
- Large commercial (annual gas consumption between 100,001 m3 and 660,000 m3): $0.0772/ m3
- Small industrial* (annual gas consumption between 660,001 m3 and 970,00 m3): first 40,000 m3/month: $0.0507/m3
*As of September 8, 2022, this rate class is no longer accepting new customers. Existing customers are eligible to maintain this service. Once a contract for this service ends, it will no longer be available.
When purchasing natural gas, the only charge which is not entirely regulated is the commodity rate, which represents the actual cost of the natural gas used, and is charged per unit of natural gas used. The commodity rate charged by SaskEnergy is regulated by the Government of Saskatchewan. However, customers can choose to sign an agreement with a retailer for a fixed or variable price other than that dictated by SaskEnergy.
As of October 1, 2023, the commodity rate charged by SaskEnergy is:
- Residential: $0.1264/m3 or $3.20/GJ
- Small commercial (annual gas consumption up to 100,000 m3): $0.0.1264/m3 or $3.20/GJ
- Large commercial (annual gas consumption between 100,000m3 to 660,000 m3): $0.1264/m3 or $3.20/GJ
- Small industrial* (annual gas consumption between 660,001 m3 and 970,00 m3): $0.1264/m3 or $3.20/GJ
