What are utility commissions in Canada?

Utility commissions regulate the utilities sector of each province and ensure that consumers are treated fairly. Each province’s utility commission aims to maintain a sustainable energy sector through energy regulation. In addition to this, utility commissions are advocates for the protection of the economic, environmental and social interests of each province.

Ultimately, each utility commission provides hearings, rulings and decisions on utility project applications, changes to charges for electricity and natural gas charges and many other utility-related issues.

Other functions or duties of utility commissions in Canada include monitoring the performance of electrical utilities, overseeing wholesale electricity markets and responding to inquiries regarding utilities.

Does the utility commission protect me as an energy consumer? 

Utility commissions aim to protect consumers by ensuring that customers have access to reliable and reasonably priced utility services (such as electricity and natural gas). These boards also protect consumer rights via making and enforcing rules and codes that energy retailers must follow, as well as mediating disputes.

Any energy retailers in Canada need to report to their provincial utility commission for approval of the rates that they wish to charge customers. Utility commissions aim to allow for customers to have the lowest possible utility bills while still ensuring reasonable and consistent service. Some utility commissions boards, such as the one for Alberta, have cost comparison tools for electricity or natural gas rates in your area.

It’s also possible to find some of the rules and codes that energy providers need to follow by checking each respective province’s utility commission site.
