In 1916, the provincial government of Manitoba established the Manitoba Power Commission (MPC). The company was given the responsibility of connecting every single resident of Manitoba—particularly those in rural areas outside of Winnipeg—with the provincial power grid. Eventually, the MPC was reestablished as the Crown Corporation Manitoba Hydro, and today it is the province’s sole provider of electricity, and the regulated provider of natural gas.
In 1985, the Canadian government began the process of slowly deregulating the country’s energy markets, allowing for the development of alternatives to provincial and municipal utility companies. Today, homeowners and businesses in the province of Manitoba have the ability to purchase natural gas from a commercial natural gas retailer at competitive rates.

Regulated Rate Providers
At one time, there were a number of regulated municipal utilities in Manitoba. However, in recent decades, Manitoba Hydro has expanded its services and folded the few remaining utilities and their infrastructure into the Crown Company’s operations. This process was completed in 2002 with the purchase of Winnipeg Hydro, making Manitoba Hydro the sole regulated provider of energy services in the province.
